what size bike is the right size?

It really depends on the childs size. I am guessing on average, you should be looking at a 24 inch (3 or 10 speed) with hand brakes. The child should be able to sit on the seat and touch the ground with her feet with her legs straight..
 
it really depends on the child. 20" bikes are about average for 11 year olds.
a tim in measuring the bike... have your daughter straddle the bike standing up. the frame of the bike should be no more than 2-4 inches from her crotch. if she cannot touch the ground with both feet when standing over the bike it is too big. but if there is more than 4" clearance then she needs a bigger bike.

go to a local bike shop to have her measured. they can tell you exactly what size bike to buy.

you might want to have her "try" out a bike to see if she is comfortable with it. kids can be a little picky at times.
