what sites really care about h&r?

All sites care about H&R. You might not think ScT cares or warns but that's just because there's 20k users. Eventually they'll get to your profile and see your seeding history then you must face the consequences. You don't think there's a flagging system after you H&R x amount of torrents?

Risk it if you want but I think it'll only last a little while. Personally I think you should stop if you hit and run constantly because even if a tracker has laid back or no rules against H&R it doesn't need hit & runners.
 
No they don't, From the FAQ

My ratio is getting too low, am I going to be banned?

The ratio system is purely statistical and somewhat innacurate for the ones with shared or dynamic ips. Besides what other users may think of you for not sharing, there is no punishment for having a low ratio.

I believe that is called sarcasm.
 
For the trackers I had been in,HD-bits.ro seemed caring more with H&R than other sites.There is a H&R section in Rules.Actually,the rules are same with most trackers such as seeding more than 48 hours or at least 72 hours within the first week after completion of the torrent.
Also,you will lost 5% of the upload with each H&R and you'll get a warning which prevent you from sending invites and a 24 hour wait time.
