What should you do if a bicycle thief puts another lock on your bike?

Say you lock up your bicycle and a thief comes along, realises they can't get through your security quickly so puts another lock onto the bike so you they can come back later and take their time.

What are you meant to do? 999 seems too much, not exactly a life threatening emergency. Call or drop into a local police station?

I have good locks, even secured my saddle and handle bars, but I'm still paranoid about leaving the bike anywhere. Especially in London, where I have the misfortune of living.
