what should i do with my ''garden''?

hi I have just moved and I now have a small court yard garden... it is in a complete state of disrepair and it is mostly concrete but once I clean up the concert and path areas it should start looking better.
I want to start planting some bits but I have never done this before and do not really know where to start. I have two oval shaped plots about 7' x 5' which can be used for planting. currently it had been taken over by a green leafed, which I would guess herb, plant but I do not know which one - it has not only taken over my garden it has started running along the street so it is really out of hand. My first question would be how can I get rid of that – for good? Assuming I get rid of the above plant I would like to have something simple, functional and relatively low maintenance. I was thinking herbs, lettuces, etc and simple but pretty flowers like tulips and then a few other bits but my imagination is escaping me on this subject!

So any ideas - should I get rid of everything in there, fit the two bits back with soil and start again?

I honestly know nothing about gardening!

Anyone fancy a small project I am at Westcliff ;)

oh I should have said ... as the two plots are right near the house so they do not get a lot of sunlight!
