What should I be doing better? Diet/exercise question.?

Ok so. I'm female, 17, about 5'1 and weigh 101.2 pounds. My BMI is about 19 and my WHtR (waist to height ratio - better measure than BMI) is about 33...which is considered underweight. Which is weird, because I do not feel that way. I have problems with my stomach - I just hate the bit of fat that is there. I feel disproportionate because I don't have much of a waist. I try to diet and excercise but find it very difficult (time and motivation wise) to excercise hard, so iv been trying to walk to and from school everyday which involves some very steep hills and all up about 45 mins of walking a day. I really try to eat well, but i struggle...a treat a day i just cant seem to help. today i ate 1/2 oats with 1/2 cup milk and 1tsp honey, half a banana, two small sandwich biscuits and one peice of wholegrain toast with tomato. i will soon have pot roast beef with veggies for dinner. i'm also struggling with my exercise even just walking to school - i've got the flu at the moment but i SHOULD be more vigilent :(...is this ok? should i eat more/less? more exercise? am i too hard on myself? help!
