how low should the dress go should it be sparkly, plain i have no clue i didn't go to the one last year i'm clueless

Ive been to dances before. Here are some outfit suggestions:
Jean Skirt with leggings , a nice top(could be sparkly, not TOO LOW!) from garage or forever 21 or wetSeal etc. With flats or uggs
Or you could change the skirt to jean shorts with or withouts leggings or jeans. Or a dress with leggings and flats.

Not too low-cut. Not sure how fancy this dance is supposed to be, so don't know if sparkly would be appropriate or not. Ask your friends what they're wearing. Or go shopping together!
