what publication is the "non filer" tax form for 2009?

New member
I was a full time student all through 2009 and didnt work. My new university is requiring that I give them a non-filer tax return for 2009 and I cant find it. I called up IRS and they said there is no such form, but my university says that there most definitely is because they have students do it all the time...
So, I cant find the form. Would somebody help please?
