What program lets you draw on animated movie clips? Does photoshop do this?

I want to draw a cartoony animated character on an animated clip. Example
lets say twilight, I want to draw spongebob in the background doing something stupid.
that way when i watch twilight, i can see my animated spongebob in the background doing funny things.
