What program is best for coding for a website and using HTML?

I need something that is basic and simple to use as I am not much of an expert. I am not going to be coding a hole website only editing one and inserting pictures.

If you have any recommendations then could you also post a link to where I can download it from if possible ?

I use good old fashioned Notepad because it's free and I'm cheap.

Some people use DreamWeaver or Frontpage, but these are going to cost you.
 
there is no need to download anything a html page can be designed in notepad to while saving just press .html thats it but first you need to know the html tags. for basic tags used in html visit w3scools
