What program can i use to edit a php site...i have a php script..?

I want to do soem major edting...none of the funtions just the appereance...i have dreamweaver cs4 and i dont think thats the best one to use...couse it doesnt show the website exactly how it looks online unless im doing it wrong...i want the site to look like it does online ...like you can do with an html site....Is this possible with dreamweaver ...if so could someone please explain how thanks so much :)
