What problems could this Ford Ranger have?

I would take it to a mechanic and have it checked out. You never know what could have happened. The battery may need a charge, the tires may be flat, I'd change the fluids and drain the gas tank and put some fresh gas in it. It may not need anything but an inspection from a mechanic is the best thing to do.
 
My neighbor has this truck I don't know the year. It has been sitting outside since 2007 without being started. They never stored it right what will it take to get it started?
 
The battery is probably self discharged. It may take a charge, or you may have to install a new battery. If the engine does start, you should shut it down and replace the oil and oil filter. You do not want to be running the engine on old, oxidized oil which probably has a lot of water in it from condensation. And you should drain the fuel out of the gas tank and replace it, because fuel sitting in a tank for an extended period accumulates water, gum, and varnish.
