I have worked in the restaurant biz for a few years now and I have NEVER heard of 15% being an acceptable tip ANYWHERE. At least not in the past few years. Stop being so cheap! If your server or bartender did a good job, leave the standard 20%. And if they did an awesome job, leave a few extra bucks. We work our asses off to insure you have a pleasant dining experience.
