What part do I need for my bike?

I'm building a bike for a friend. I put the forks and the bearings in, and then i put the headset on and the stem. I have the bolt that goes through the stem and down to the fork, but it doesn't screw into anything? What do I need?
 
You probably need a nut that goes inside the stem, it also could be you need a longer bolt. Stem bolts are rather long.
 
My guess is that it goes into the star nut. It needs to be wedged into the steerer tube of the fork, and the bolt threads in.

Not entirely sure of how it's properly installed though, can't help you there :(
