I remember seeing a movie when I was younger, on either Sci-Fi Channel or HBO/Cinemax/Showtime, one of those. It was an anime movie with Nazis and destruction and apocalyptic themes. Time period is mid to late 90s, I don't think it was Doomed Megalopolis, but that's in the right direction. I also remember it being something of a compilation of a few short films maybe.
