what movie is this? I saw it on TV years ago?

I saw a clip of it on TV years ago...At a high school that seems to be being held up by someone, like a bomb or terrorist threat, and all the students are out sitting in a cafeteria or football bleachers, and one of the students is forced to pick which other students will be up for being killed first or something bad like that...does this ring a bell?
