What more can I do to discuss my pay rise?

I work as an ad hoc med secretary at a private hospital. In between the times I don't work there, I work elsewhere. I always get good reports from the Dr's I work for. I don't work through an agency, as I work through them and get paid by them. However, it is over 2 years since I have had a pay rise (even though all the perm staff get rises). I have written a letter to the director, emailed her and now have phoned to speak to her. She hasn't answered my letter, email and when I rang to speak to her, I get from her PA, "She's not available". I said, "Well, it'll only take her all of 1-2 minutes to discuss it. When can I ring back?" She said, "Give me your number and I'll get her to ring you". What if she doesn't? I think it's so rude to be ignored like this. Why can't she just say yes or no to a raise? I've been asking for one for over a year now. What do I do if I get nowhere?
 
You need to make an appointment to see her, she could never be continuosly unavailable.

Then take your payslips from 2 years ago and your most recent ones so you have proof that you haven't had an increase in that time. Let her know that every year, every worker is entitled to an increase wether you are permenant or part time. Tell her you would like this do this amicably but if she is not prepared to see sense then you will contact Workplace relations.

If it worries you so...and you are feeling cheated...Leave the job. If you are that good then when you hand in your notice and they ask you why you want to leave...Tell them that you are going because you think you are worth more and you feel disrespected in the way they have treated you.
You never know...this might do the trick.
