What medium would I use to replicate this sculpture?

I found this in Japan and have set out to re-create it. Concrete didn't work out quite so well.

If clay is available to you, I would use that. You can fire it in a kiln and paint it (because there is no gloss finish that you would see in glaze). You can leave the bottom hollow and cover the openings with rice paper and put a light inside it. If you cannot get clay, maybe you can use an artificial clay that dries on its own or can be baked.
