What makes a good engineering school/university in general?

I currently attend a big ten university well known for its engineering programs. Although I'm currently "undecided" im between Chemical/Biomolecular engineering, environmental engineering and biological/ag engineering. The rankings according to usnews is 7,2,2 respectively (nationally). What makes my school so good? I've actually been quite disappointed in the academics presented to me so far and I may be looking to transfer. Both science and electives alike have really failed to challenge me; something I was expecting and hoping for in college.

I really just want to know why these programs are so "good"? Do rankings really matter?
