What makes a good cartoon?

Many people compare the cartoons of the 90's to the cartoons of the 00's...and most people say that the ones from the 90's were alot better.

Now, that got me thinking...what makes those 90's cartoons better than today's cartoons? It's not like people had more advanced ideas back then...it's not like people nowadays don't have enough talent to write a show than before...

I bet if a show like, say, Rocko's Modern Life were still airing today, people would still say that 90's or early cartoons were better....

WHY!? What makes them better!?
 
... I gotta ask, what is with the constant threads of 2000s vs. 90's? It's getting annoying because the only two options of responses seem to be: "ITZ JUST NOSTLGA" or "MODRN SUX"
 
Selective nostalgia, to be specific. For every 'good' cartoon people think of, they forget about the five terrible ones that were also airing.
