he is only a little over 13 weeks old. i don't really live in a cold climate i live in pa but it has been kind of chilly outside lately at night when i take him out it also has been raining a lot lately so its wet out

Do you live in a cold climate? How old is your dog? It could be his/her joints locking up causing it some discomfort. Or your dog might have arthritis. Cold weather triggers a lot of arthritis attacks as well.

Try examining it's paw, it could have some sort of object pierced into it.

It sounds like your pup may have a peice of glass or a splinter of some sort in one of his pads. If it's small enough, you won't be able to see it, but I assure you that he will still be able to feel it. If it's just a pad hurting, and not his actual foot, that could be the reason for him not whimpering. Trying gently pushing on each of his pads on the affected foot and see if he whines or tries to make you stop. Don't do it over and over though because he may bite you if you do.
