What level of fanservice is acceptable what is too much?

TCG haven't been free of ecchi since Yu-Gi-Oh! introduced Dark Magician Girl. Gemini Elf is also guilty of this, but DMG has anime/manga backing behind it (plus anime-only Anzu cosplay).
 
If the characterization and story takes higher priority and is well done, I have no trouble with fanservice.

As for why some people prefer fanservice. Some people seem to think that their favorite shows need to have fanservice material in order to feel like valid, mature adults. Cause if it lacks content, it's immature afterall.
 
I know we're talking mainly about cheesecake lowest common denominator Fanservice: but what about the second episode of Kiddy Girl-and? I mean, what the heck?

And while were getting a bit off the cheesecake: what about all the 'Designated Yaoi Fangirl' bait in shows like........ Gundam 00 (and I'm not talking about gay characters)?
