What lens filter/photo editing is used to create THIS effect? [PIC]?

I think this is an interesting effect but I have no idea how it is achieved.

I suspect the effect is acheived by using a colourized image.

Probably first by removing colour leaving just greyscale. Then by selectively adding in small amounts of colour to that grey.

Use the RGB editing in a photo editor to experiemnt wirth the concept
