what kind of trouble can my husband who is mentally disabled get for selling a car that has a lein?

he sold the car to a junk yard for 250.00. Now he is worried i don't know what to twell him. But considering his mental state i don't know if they will even do anything. Does anyone have an idea for this question. the back end of the car was falling apart and it was leaking toxic fumes from the air vents. I don't know what we should do
