What kind of music is "Hands of Time" by Grooves Armada?

I really like this song. I first heard it in Tom Cruise's movie Collateral. Been listening to various jazz, soul, and old-school "black" musics but can't find any that's that this one...

can someone who is familiar with "old-school" black music point me in the right direction?

p.s. I really dislike the general songs by Grooves Armada... its just trashy electronic music stuff..
