Well the 3 Tiger Barbs, the 3 Tetras and the one lonely Neon should each be in groups of 6 of their own kind. You don't quite have room for that though. I would rehome the lonely Neon, and get 3 more of each of the Tigers and other unknown Tetra. Those Tigers could well be terrors in only a trio.
