What kind of evidence I need to present at my CA ,EDD Appeal in front of an

Administrative Law Judge. ? I was late sending my benefit claim forms twice as sometimes my mail gets mixed up with my neighbor's mail. My next door neighbor is always nice enough to return our mail back into our mail box. How can I prove this to a Judge? I understand, it was my responsibility to call EDD(Employment Development Department), but inadvertently I missed the deadline.
