What is wrong with the 4wd system on my '98 Jeep Cherokee?

When engaged in 4wd, it is very difficult to steer. It is nearly impossible to make a 90 degree turn from a a parked position, and the steering wheel will shimmy back and forth while making these turns. It will make a loud hum around corners when at speed in 4wd. No problems in 2wd.
 
Your center differential is not working, I had a 98 and the diff was shot at 40,000. Chewed up brand new tires before they replaced the diff under warranty.
edit: If you have Command track, its not meant to be driven on pavement, only on slippery or loose surfaces, Command trac has no center differential. Select track does have the center diff and can be left on on dry pavement, I assumed that this problem just started and you had the Select trac.
 
Sounds like you have a issue with your steering.
It is just more evident when in 4wd.
Take it to a aliment shop for a free estimate(have them check the breaks also)
Check the bearings and fluid in the front axle.

This is normal for a part time 4wd system. You should not run in 4wd on dry pavement. Full time 4wd systems are different. They are designed to be run anytime on any type of surface. Great for highway driving when it is icy. Part time sytems are designed to help you out in mud or heavy snow or running off road.
