What is wrong with scholarships and me?

Every school I applied to offered me some money accept the one school which happens to be my best fit financially and academically. I have applied to tons of different scholarships that appeared to be suited to me. NOTHING! I'm so frustrated GPA 3.96 with IB classes in Japanese, Math and Science good SAT and ACT scores (Not national merit scholar but good) 800 math 600 verbal 560 writing ACT composite 30 (with 36 in math, 33 in science). I am white male and my parents both have a good income but GOD I worked so hard to be judged on my own merits. What a waste of time and effort writing the essays. Anyone else have a similar experience?
 
My husband's niece had the sdame experience. She was an excellent student in a 4 year university for nursing and had over the top recommendations and experience and did all the things different scholarships wanted and she said it was so time consuming and she said she tried so many scholarships for the first year and a half and then finally gave up after not getting a single one.
