What is wrong with my power steering on my 99 Ford Mondeo?

Hi, I have a 99 Mondeo Zetec and recently it has really been groaning around corners , especially at low speeds. I have filled the power steering reservoir up but the problem is back after only a few days. Reservoir empty and making a gurgling noise.
 
Is there like a lot of grime around the powersteering? If so you might have a leak from the gasket. And powersteering make noises has they get old
