What is wrong with my paint on my car help 10points?

Im going to take my car at a body shop and paint it. But first I have to get it ready and preped up. The car is black (1995) and has strange thousands of small lines about 1/2 an inch all over my car full of it?

Why is that?
What kind of sand paper grip should I use to get rid of them?
Should I watersand the car before paint?

someone probably keyed your car
sand blast it or sand by hand and it should go away
the paint should cover it up
you can tell if its goin to show on the paint by using your hand and stroking it across the scratch
 
The cracks is either the clear coat or paint that has just been beat up from the weather and sun. You most likely want to use a heavier grit sand paper, and wet sand it. Most of the time the body shop does that all for you, but if not that is the route to go. It might be good idea to use a good primer also.
 
i dont know why you have all the lines all over your car.
use 80 grit sandpaper untill you hit prime atleast. bare metal would be the best
clean the body with wax and grease remover
then primer it. then wet sand it (if primer is orange peeled). then base coat. then clear
when you wet sand DO NOT go up and down go side to side with your fingers pointing up or else it will leave groove.
