what is wrong with my honda engine?!?

my 99 prelude with an h22 engine is having problems with the vtec. sometimes it will kick in sometimes it wont. if it doesnt the engine acts as though it has a rev limiter on it but will drive fine if i keep the rpms under 5000. any ideas or thoughts help. I have had hondas my whole life but never vtec. Obviously I need to take it to a mechanic but this could save me potentially hundreds of dollars of diagnostics if someone nails it on the head. thanks!
 
Speed sensor located at the carborator/fuel injection pump. Auto Zone will do a diagnostics on it for free. What's the big deal? By the way, 5000 is too close to red line, keep it under 4000 and you will save your engine for another 6 months, maybe even keep you from burning out another sensor. ---- bet it's a sensor; have auto zone check it out and you can email me that I was right...
