What is wrong with my fish tank?

I had a fish pond the summer before this one, when the weather started to get cold at the end of the summer i brought the three goldfish that were in the pond inside to a forty gallon tank under the instruction of the pet store. This summer my pond sprung a leak and i was unable to fix it and/or transfer the fish back into the pond. My goldfish have survived in this tank for almost a year now, but a month ago 3 out of 4 of them died. After they died i brought a sample of my water to the pet store and had it analyzed, the water was fine but they told me i may have had too many goldfish in one tank they said for a forty gallon tank i should only have about two goldfish. I kept an eye on my remaining goldfish for two weeks and he seemed vibrant and lively and fine, eating healthily. the tank is filtered and i have an air pump and do about 1/3 water changes. I just bought another gold fish about an hour ago and he swam around happily for about 20 minutes... now both he and my original fish are just laying on the rocks on the bottom! I reviewed other yahoo answers and i've seen causes for this but its a brand new fish.. what can cause my fish to get sick this quickly?
i did what the pet store told me to do and let the fish sit in the bag in the tank for 15-20 minutes before i put it into the tank. Was this enough time?
 
Your ammonia levels are likely too high. Ammonia and nitrites should be at zero. You should invest in a liquid drop type test kit if you plan to keep fish alive.
