What is wrong with my betta fish?

It eats normally, but it seems to have trouble swimming. There's this bump right above his fins on the bottom where his neck would be. He can never stay still upright for long without slanting sideways, its as if his body is too heavy for him. He stays at the top of the tank sideways almost all of the time.
After reading Cam's response, I realized that I forgot to say that he never used to be like this.
 
Stop feeding him his flakes for a little while. Give him unshelled peas. He might have swim bladder problems. Hope I helped!

make sure you boil the pea too!
 
It could be swim bladder problems or he has developed a tumor. Check this site out and see if anything is like what he is doing:

Is this a double tail betta? Genetics in these have shorten the body till they have swim bladder problems more so then other "kinds" of bettas. If its not a double tail, then it still could be swim bladder. Or he is constipated and bloated. try feeding some daphnia or cooked, shelled pea. these are laxatives and will help if constipated. if you have feed him heavily on bloodworms or shrimp, this could be the problem. Like I've said, read the site.
