What is wrong with my Adobe Photoshop?

I want to edit some pictures but everytime I open them with Photoshop the only tool I can use is the hand tool. For example, I go to use the lasso tool but it still has the hand when I click on the picture. I'm not sure what else to do, I've tried everything.

Please help. thanks!
 
hmmm.. did it hang on you? try to click away and pick a # tool to see how it responds. or you might want to restart photoshop. 10 + years in photoshop and never have such a problem like that.
 
try to make a new picture when u can use all tools it are the pictures made with a program that not is going to do with photoshop :P

Try clearing the menus and settings in your windows menu. That is by right clicking the hand on the upper left of the screen and selecting clear all.
