What is wrong with my 1978 chevy engine?

I was going up the grape vine in california and my engine was surging. alot.
it has never donet this before.
i think it might be the carb.?
im not sure
please help

Engine has 120,000 miles on it.
 
usually if car runs fine otherwise it may not be carb. unless it the float level is set wrong or the float itself has gone bad and need to be replaced. Check fuel pressure.
 
take carb off take it apart clean it all out including the injector(s) in the carb put it back right and jobs a good'en may also need a service
