What is this muddy looking thing on my car?

a few weeks ago I got out of my car and noticed there was a big splash of mud on the passenger side. So I went and got it clean but I noticed the splash of mud was still there. It looks like mud its brown and the splash looks like one you would get if your car drove in mud. So I touch the splash and I noticed it feels like plastic, I have no idea what it is. Its weird. From far away it looks like mud, when you touch it, its not. What could it be and how do I remove it.
 
It sound like maybe there is mud there, but the plastic feeling is silicone or wax. Could someone have thrown some wax or silicone on your car? Try to scrape it off with a hard plastic spatula, cake knife, or butter knife. Go slowly and carefully so you don't take off your paint. Do not use nail polish remover since this will blister your paint. This is a very interesting question.
 
Either a pigeon was in a bad mood or it could be glue from a kid. Try using scratch remover from turtle wax, it does wonders for vehicles.
