What is this letter about recall for my car?

I received a letter from Ford today, saying I need to bring my car to my local Ford dealer and have this "no charge recall" completed.
So I wanna know, what is this no charge recall thing?
It says I need to do a 16" steel wheel replacement?
Is it no charge? So it's free?
 
Anytime there is a recall everything is free due to mistake of the dealer, but yes you need to take it back to get your tires fixed, and the recalls they only do that because when they find things wrong with a certain vehicle and it could cause trouble with your vehicle they send out a recall to fix the truck/car for your safety, but yes its free only spend gas to go there and get it fixed.
