what is this insect? I've never seen it before.?

Note the fan-like bit at the end (I don't know if it's a tail).

where do you live i think i have seen one similar but i never got a good look at mine it flew past my face
 
It's hard to see but it looks like some kind of flea, tick, or bedbug to me.
