What is this film?

I can only remember one scene from this film...but maybe someone can identify it.

It's a black and white film, 40's, maybe 50's and possibly a spy thriller in the 'Third Man' vein.

The scene is two men standing on the observation deck of what I believe is the Empire State building (obviously looking very different to what it does now, no railings etc).

One of the men is intent on killing the other, but of course the victim is not aware of his intent.

So the killer tells the man to look at a landmark in the distance, but he cannot see it. He tells him to lean out further over the parapet, and keeps getting him to lean further over to see this apparent 'landmark'. And while the guy is doing this, he is slowly moving around behind him and stepping backwarRAB.

And when the guy is leaning right over, he runs up behind him and pushes him to his death.

Cannot remember anything whatsoever about it, just that one scene, but it has always stayed with me.

Any ideas?
 
I dont think it was the Empire State Building, but you can find a complete list of all movies that featured the building on their website.
Anything else you can remember about it ?
