A money-driven culture. Like ours (US).
Because those in power pursue money at the expense of everything else, including the well-being of the planet, animals and people.
Money-driven cultures allow corporations to saturate the country (and the world) with advertising and media coverage for their own gain, resulting in a generation so heavily influenced by media that they can no longer tell the difference between marketing and reality.
When games and movies and television are infused with sex, violence and bad behavior that appeal to base instincts in humans, just to attract the buyer's money, without regard to how that affects the world-views of people, especially children and teens.
When parents are compelled to work all the time to earn enough money to pursue all the material things the advertisers make them believe they need, and don't raise their own children, leaving those children to form their opinions of the world based on the society around them, which is saturated with advertising and marketing driven by money with no regard for their well-being.
The US is currently driven by greed and is being consumed by it.
