Yes, if the first voltage is with the engine not yet started. The fuel pump relay, known as the "main relay," is notorious for intermittents but doesn't normally affect the voltage, just whether there is any voltage or not. See the first source. I have never known of a Honda fuel pump failure, but I suppose there are some.
