what is the verizon wireless data package mean?

im going to be getting new phone service tomorrow (verizon as i stated in the title) im switching from the horrible carrier cricket and had a question im going to end up getting the samsung rogue i think and im very confused about the 9.99 data package that must come with it...what is it and what does it necessarily do for me? the 9.99 one is what we can afford and i get 25 mb it says so any help will be welcome thanks in advance
ok well whats with the 25 mb? does that mean unlimited internet plus up to 25 mb in recieved files or what?
 
The package were you get e-mailing, internet and are able to recieve data files example: large files through a smart phone
