What is the smallest a bike can be to ride on a highway in Japan?

Hi,
I'm about to get a motorcycle in Japan, but I don't want to pay shaken. However, it must be one that can ride on the highway (KOUSOKU DOROU). Can you tell me what the minimum engine size is for that?
