What is the significance of the "Lift For Emergency" hatch on the 1989 Toyota Camry DX?

So my friend owns this 1989 Toyota Camry DX......and it has this odd "Lift For Emergency" hatch in the middle of the console in between the seats and below the shifter. What is this for???????
