I went to eat at a restaurant in Sacramento, California and was charged a SBIA tax of .51 cents for a $37.00 meal. The overall tax of $3.73 was broken down and SBIA was one of the items for .51 cents. I Googled it and it may be the Small Business Investment Act of 2010, but the details of the Act doesn't talk about a tax for patrons.
