What is the Rev counter of a car connected to?

I was involved in a car accident sometime last year, the car traveling at 60mph crashed into a donkey crossing the road, the entire front end was damaged, the rev meter just went crazy reving very high and remaining there.
 
it is connected to the transmission. referring to the revolutions per minute the axle turns. which spin the tires. if the acceleration wad trigger(various ways it can happen) you car would rev high after the accident
