What is the reason behind USA Summer Camp Age requirements?

All of the companies that are based in the UK that are employing students to work at summer camps in the USA all state that people have to be 18 by the 1 st of June? I won't be 18 until the 16th June is there any camps that may allow me?
and why is it the 1st of June?
