What is the problem with cyclists putting lights on their bikes?

Clocks go back, its darker earlier and again tonight on my journey home I counted another four cyclists on lit and unlit roads without any forms of lights or reflectors. One a child on a country road, why are the parents not making sure their children are safe?
The others were all adults that should have known better.
It must be illegal to not have lights
 
all bikes must show lights when it is dark, could you imagine the uproar if any motorist hit one of those people on bikes?, i am a motorist and nearly ran a postman over on his unlit bike a few days back. all i got when i told him that if he had lights he could be seen and safer, was a mouthful of swear words and finger gestures. it is time police clamped down on those who flout their own safety. a majority of cyclist are well mannered and safety conscious. its just the few motorists and cyclists who think they are above the law that need sorting out from the rest
 
Where I live, bicycles are requires to have a light in front and reflectors visible from all angles (front,rear and sides).
Yes, there are many cyclists that don't follow the rules, but the police are more worried about drivers who are putting other people at risk. Bicyclists are putting themselves at risk and are not much of a threat to others.
Motorcyclists are another story. Usually they have more than enough lights to make damn sure everybody sees them. Many of them also remove the mufflers so everybody can hear them as well. This is also illegal. The police don't seem to care about this either.
