What is the point of tagging photos with a phrase in Windows?

I use Windows Vista.

In Windows, you can tag photos with single words: dog, cat, beach, etc.
Or you can tag photos with phrases: summer vacation, north carolina, etc.

What is the point in tagging using phrases when you can't even search it in Computer or Windows Explore's search bar on the top right of the screen?

For example, lets say my photo has the tags: north carolina, beach, cat, nc.
To search a tag you enter "Tags:" followed by the tags you want to search.
If I searc "Tags: north", then the photos with the tag phrase "north carolina" appears. If I continue and add "carolina" so that the search terms are "Tags: north carolina", All photos dissapear.
For the photos with "north carolina" to appear, I have to search using "+": "Tags: north+carolina".

So what is the point in tagging photos with a phrase if it is not going to show up in the search results anyways unless you add "+" in between the words.
