What is the "Normal" %-heterozygosity worldwide?

So in Conservation my professor explained that the normal value of heterozygosity is between 2-15%. This confused me, as Hardy-Weinberg Equilibrium states that %-heterozygosity should be somewhere near 50, and something as low as 15% means that inbreeding has been occurring. But not every species is inbred. So, was my professor wrong, or is the "world" inbred...? Please, only serious answers.
